Dynamic Risk Assessment in Live Operations

LESSON 3 OF 8

Dynamic Risk Assessment in Live Operations

Conditions change after the written assessment was produced.

Dynamic risk assessment means noticing changes, considering immediate risk, applying available controls, communicating and reviewing again. It supports, but does not replace, formal risk assessments.

Observe+

Look for changing crowd density, weather, lighting, intoxication, equipment failure, vehicle movement or conflict.

Assess+

Consider who can be harmed, severity, likelihood and how quickly the situation could worsen.

Control+

Use proportionate controls available to you: stop access, move people, create a cordon, request more staff, call maintenance or change the route under authority.

Review+

After action, check whether risk has actually reduced. New controls can create new hazards, such as redirecting a queue into a roadway.

Communicate changes

A dynamic risk decision that affects other teams must be passed to supervisors/Control so the wider operation can adapt.

Knowledge check

A route becomes flooded during an event. What is the best approach?
