Capacity Is a Safety Control
No area can be considered safe if more people are present than it can safely accommodate.
Competent venue management calculates safe capacity using entry, holding, exit and emergency exit capacities; the final capacity is governed by the lowest limiting figure. Staff do not calculate this on shift, but must understand why counting, access control and preventing migration between areas matter.
Entry capacity+
How many people can safely pass through the available entry points over the relevant period.
Holding capacity+
How many people can be safely accommodated in viewing areas, taking physical condition and safety management into account.
Exit capacity+
How many people can safely leave under normal conditions, considering the narrowest points on routes.
Emergency exit capacity+
How many people can reach a place of safety within the required emergency time.
Do not wave people through, ignore sector limits or allow unauthorised migration because queues are busy or customers are persuasive.
