It builds on the Level 2 Certificate for progression into supervisory positions.

Course Overview

This regulated qualification confirms occupational competence for supervisory roles within the spectator-safety sector. It provides the knowledge, skills and understanding needed to prepare stewards and venues, manage teams in designated areas, handle information, maintain stakeholder relationships and monitor customer service.

The qualification builds on Level 2 spectator-safety knowledge and supports progression into supervisory and team-leader positions.

Who Is This Course For?

This course is designed for learners aged 16 or over who currently hold, or aspire to hold, supervisory and team-leader roles at sports grounds, concerts, festivals and other spectator events.

Essential for supervisors and team leaders working at certificated sports grounds. The qualification builds on Level 2 knowledge and develops the skills needed for management responsibilities.

Skills Covered

Learners must complete all five mandatory units and select two units from the optional group.

Mandatory units:

  • Unit 1 – Prepare Stewards and Venues for Spectator Events: Assigning responsibilities, conducting staff briefings and inspecting venues.
  • Unit 2 – Manage and Maintain Stewarding in Designated Areas: Monitoring stewarding teams, conducting debriefings and completing venue checks.
  • Unit 3 – Manage Information for Action and Decision-Making: Gathering and analysing information and using it to provide suitable advice.
  • Unit 4 – Develop and Sustain Productive Working Relationships With Stakeholders: Professional communication, stakeholder management and conflict resolution.
  • Unit 5 – Monitor and Solve Customer Service Problems: Resolving service problems and improving customer-service systems.

Optional units:

Learners must choose two optional units. Available subjects include:

  • Conflict management
  • Incident response
  • Resource management
  • Personal development

Entry Requirements

  • Minimum age: 16 years
  • Previous qualifications: The course builds on knowledge gained through a Level 2 spectator-safety qualification
  • Required training: Learners must complete the free ACT Awareness e-learning course before certification
  • Language: English-language skills equivalent to Level 1 or B2 CEFR are required
  • Delivery: Flexible delivery, typically completed over several weeks
  • Total Qualification Time: 310 hours
  • Guided Learning Hours: 146 hours for the core qualification structure

Assessment Method

The mandatory units and two selected optional units are assessed through a portfolio of evidence. Evidence may include:

  • Workplace observations
  • Professional discussions
  • Written questions and answers
  • Witness testimonies

Pass requirements: Learners must meet all assessment criteria for the five mandatory units and two selected optional units. Evidence is internally assessed and quality assured by the training centre and is subject to external quality assurance by Highfield.
